Ran into this problem too under the same circumstances while doing the countermeasures tutorial and checking my bindings to check the countermeasures controls

I also run into this problem quite frequently. It's not confined to trying to change settings in-game, I'll get it when I'm in the main menu as well--when I click to open bindings, the menu doesn't show
