ive noticed this happens whenever you launch it from well above the target at a decently close range
the cruise missile doesn't really make an effort to dive at the target and just explodes above it

Is not a bug. The cruise missile descent rate is not instantaneous. You should not drop them above 2k anyways

I've noticed AI only sees ground about 2km below them, the same might be true for cruise missiles

so they dont hug the terrain they just "go"
