I've been playing this game for quite a while now and I'm only missing one of Joe's items. The locked item only shows up under the "all" and "weapons" tabs of the shop. This means that it's a weapon. However I have already unlocked all of the weapons as I have the achievements for owning all weapons, all scythes, and all spells. I've even compared my pitbook unlocked items to the wiki and other online lists and everything checks out but still it remains locked. If anyone else has this issue or has figured out what's wrong, please let me know. Also, my save was before the game had an official ending, other than you losing right after defeating the major so it that might lead to this issue.

I think I figured out the issue. I double checked Joe's shop from a separate save and it seems like I'm missing the scythe option capacity at the start of the run upgrade. My save defaulted to giving me 3 options likely due to my very old save file.
I'd really appreciate if this bug can be addressed in an upcoming patch that way I don't have to do everything from scratch on a new save.
