Does anyone here believe that there is a penalty for damage dealt/received from level gapped players when fighting PvP?

I have put my life on the line to test your theory and as it turns out there is no noticeable penalty (to me at least). Someone oneshot me so hard I reincarnated thrice until I could write this message
