I've unlocked him several times before. But I've since restarted (i do that a lot) and he just will not unlock after the recent patch.

I hope a fix comes soon. Because he used to be unlockable.
The game does track if you used a code to unlock anything. So that's not an option (you can only ever use a code and get the unlocked prompt on a character once, even if you already had them unlocked). The goal is to not use codes for any characters and keep the unlocked prompt available (except Ruler Sword, since that literally is his unlock method).
Even Exdash was unlocked legit through clovers.

All secrets just check to see if you have the character when giving the checkmark (rose’s checkmark is bugged) regardless of method

If you enter a password for a character, it says "name" unlocked, regardless if you have them unlocked or not. But any times after that the password won't give the "name" unlocked prompt.
The exception is the secret characters that were added with the Castlevania dlc patch a few months ago. They won't give the prompt if they've been unlocked by any means.
That's how i know the game keeps track somewhere if a password was used.
I can enter the password to unlock Alucard or Imelda and see the character unlock screen exactly 1 time.

that's.... certainly something to care about.
but yea, hopefully a fix is soon. i dont believe there's one on the steam beta yet but there's still quite a bit of that remaining

It is if you're making a file that's completely uncompromised by passwords except where it's literally the only way.
