108 Bocce not in Candybox for Menya (normal version), but does appear in level up options still. This was seen in Adventure Mode. Unsure if this weapon is missing in Menya's Candybox in the main game too.

Looks like it's similar to an issue from the past where Troll Bomb didn't appear in Jonathan's Coat of Arms.

108 Bocce does appear in the Candybox for other characters.

From the wiki
"She gains a level 1 108 Bocce which is only active during the boosted duration."

This probably has something to do with why it does not appear in Candybox for her.

I think this is inconsistent with the behaviour of other characters with hidden weapons. Pretty sure you can still take lightning ring as Scorej Oni, for example.
