I’ve done the required unlock quests, but the weapons aren’t showing up in the collection or in the level up options/candybox select, and the final achievement isn’t complete, either.

The "weapons" can show up in levelup, they're just rare. They also don't show up in candybox because they're like mini-candyboxes (Weapon selectors). An easy way to get the ones you're missing is to switch the skins of a belmont (like simon), vampire-killing-tool wielder (grant-henry, some others), and a magic weapon wielder (like reinhardt, eric, maria). after using them, the unlock will proc
