Ability to select character and starting weapon separately

I searched for a similar request but wasn't able to find it -- a lot of characters have interesting passive effects (e.g., Concetta) but have weapons that I absolutely hate playing with (looking at you, shadow pinion). Having a mode that allows a player to select a character and then select a starting weapon would introduce a lot more variety.
