pretty much any weapon can become really good late game, you can even find yourself being able to afk which makes early game weapons that much more important. I want to be able to find the only time in the game where I actively need to be paying attention that much more enjoyable.

also modding isn't a solution for everyone, I would like a more accessible solution.

So it would give each character Topper's mechanic of starting with a candybox, in lieu of their ordinary weapon?

It's... interesting, but I think it discourages unlocking new characters. Could be a checkbox mode like Inverse and Hurry... maybe with an additional difficulty change to accompany it (Extra bosses in each boss wave? Periodic player defanging in 5 off-55 on-second intervals? I dunno).
