This achievement was obtained on the first stage of adventure mode in Operation Guns' DLC, when the achievement states it's found in the Laborratory (I don't have laborratory unlocked).

The criteria has always been just collecting Arma Dio. You can do it in a roundabout way by surviving 20 minutes in Laborratory to unlock Santa, then collecting the level 40 drop from her in another map if you want. If you don't have the DLCs, this unlock message acts as a hint for the most direct way to do it.
