It is unnecessarily overpowered, that's the problem. Literally every other way to gain max hp is not even close to being comparable to the Legionnaire. There is literally no reason to use any other weapon that deals retaliatory damage except the Legionnaire. If it were to be removed, it would definitely encourage players to try different weapons to gain max hp and not just that one certain weapon that is extremely unbalanced and broken.

The game really isn't meant to be balanced

If you remove things that people find fun, they aren't going to be encouraged to play other things, they will be disappointed they lost something fun and are less likely to keep playing.

Not to mention it's a PvE game, so balance isn't ever as necessary as a PvP game. The enemies won't complain the player is too op, and this is far from the first powerful combination in the game (and I'm sure it won't be the last)

Balance is necessary for replayability. If a weapon just straight up outclasses every single other weapon that has the same purpose in every way possible, why would people even bother to play around with the other weapons of the same purpose? And no, the players won't be less likely to play the game if it is actually balanced; that's just simply not true.

In my experience, if you take away fun things and don't provide anything new, then yes people will be less interested than before

If you think it's unbalanced and don't want to use it, then don't use it. If other people want to use it, they will. Simple as that, no reason to remove a fun interaction because one person don't want to use it.

There is already a lot of variety in VS. The main problem is that most of the weapons are completely outclassed by another weapon with the same purpose. And so, since most of the time the players are going to be using the most overpowered shit possible, there really won't be any reason for them to use the ones that are just weaker and obsolete in comparison. And that way, people will get bored pretty quickly since they will be using just a single weapon over and over again. And well, when they get bored, they most likely won't even bother to touch the other weapons that are designed for the same purpose, because after all, they are weaker, and well, nobody would want to use a lesser version of a weapon they have been using for a long time, right? And also, you said that I shouldn't use it if it's balanced, didn't you? Well, that doesn't really work that way. For example, in a situation where I want to gain max hp with the Divine Bloodline using weapons like the Victory Sword, NO FUTURE etc., but I happen to have Legionnaire in my loadout, and so seemingly a problem starts to appear, since I have Legionnaire in my loadout, I will be getting absurd amounts of max hp if I were to get the arcana, which is not what I want. Which basically means that I can't get the arcana if I have Legionnaire in my loadout, which can be a problem.

If you don't want to get lots of max hp with Legionnaire and Divine Bloodline, then you can just avoid picking Legionnaire if it's that important to you, I do not see how this requires the weapon to be nerfed.

I didn't say that's the only reason it should get nerfed. Also, yes, getting thousands of hp unnecessarily fast because of a single damn weapon is "that important" to me.

If you want to use it but complain that it's too strong, I don't know what to tell you

It's been this way since the release of the DLC, so I'm sure the developers know and just don't have any intention of changing it
