#Seal not working on Xbox

I sealed Sole Solution so that i could max out the victory sword. I still got the sole solution evolution from a chest despite it being sealed. I am not sure if it applies correctly yet to non evolution upgrades and items as this was specific.

I encountered the same problem with evolving Thunder Loop even though I had it sealed.
