I am unable to complete the collection and get Queen Sigma because the game won't register that I have the Greatest jubilee unlocked despite beating the developer and playing multiple games where I used the fireworks. Also is it able to be gotten in a way other than the candy box or is it just through that?

You have to obtain it in a way other than the candybox that shows up randomly during runs, yes
If you don't pick it up in a run, it won't show up in the collection

@dim notch did you receive the steam achievement onyl but not the collectable item greatest jubilee or did you miss both at the point of your bug report?
