Is there a way for moderators to be able to join locked temp channels created by others?

Yes

#

TempVoice channels inherit perms from category or from master channels.

#

You could edit perms according to your likings.

#

In this case add Moderator Role -> Join Channel Perm Enabled

#

So every moderator will be able to join locked or even hidden (if view channel perm is enabled) tempvoice channels.

Also. Roles with move perms are inmune to be kick.
