hmm unsure do they all appear like that or just sometimes?
if its not looking like that for everything could be due to loading where the graphics werent loading in fully yet but you still saw it
let me go ahead and swap mine to medium and see what they look like

ya been driving around running around past 10 mins no vehicles looking like that truck did
only some texture stuff i could find in some areas that went a bit weird
since you are on PC could try to verify integrity of files and see if something got messed up randomly only thing i can think of

If you have an Asus monitor there is a setting you can tweak to deal with this motion bluryness. "Trace free" another thing to check is what AA you are using [https://www.reddit.com/r/Games/comments/1rb964/antialiasing_modes_explained/]. Also check on windows settings > display > advanced settings > see what Hz refresh rate you are set to. Sometimes it sets you lower than your monitor spec. Also if your GPU cannot handle the game you get long frame time loading that could also be an issue
