It's rather simple. I've been grinding in the same world for something that is roughly equivalent to a few months of in-game time, exclusively in the Ice Maze. But so far, not a single Angler or Mother of the Maze has ever spawned. I do get that Mothers are rare, but...even Anglers? Not a single one in hours upon hours of over the ice and underwater looting?

I've been having the same issue. I have a world I play with some friends, originally there were a few anglers, but I have not seen any in over 6 hours of running around the ice maze. I started killing all the spinefish, pillagers etc. no anglers or nothing.
eventually after looking around for another 2 hours the next day we had a mother of the ice maze spawn, but there were never any anglers to be seen.
Booting up a new world anglers spawned just fine, even killing them wouldn't reduce the number because of how quickly they spawn. This was the case regardless of the mods I used as far as I can tell

1.20.1 and I still don't know why I can't encounter anglerfishes. I got rid of a few mods because they were related to the ocean and there are almost little to no angler fish. I do remember encountering them once in a group of four, but that was it.
If this is because there's so many mobs under the water (literally,) then we may need to limit our mob count, but so far I've heard from others that there was no encounter even if they blacklisted all the mobs but the angler fish.~~
My best bet is to look at "Spawn Balance Utility." I think you can adjust the parameters of the mobs that spawn in the Deep Frozen Ocean. I hope this will help. Could be good to invest some research time on it.
Based on what I've experimented so far, and creating a single biome world, it seems like it needs to be large and deep enough so that angler fish can spawn. There's so many pillagers and other mobs that make it harder for them to appear.
Okay I can 100% Confirm that "Spawn Balance Utility" Works
You want to change the values of the vanilla (and certain mods) mobs to zero (if you wish.) The angler fish's default value is 80, change that to 100. The Maw (aquamirae:maw) entity is not on there, so you might want to manually change it. The thing I'm talking about is the BiomeSpawnWeight.rpt, which can be found in the modpack's config once you boot up the server / world.
