I don't think it'll be visitable, it looks like the door has been sealed shut with a brick wall like many other citadel island buildings in LBA1 so my guess is they just added it as a little reference to LBA2 since it replaces something inconsequential anyway (and who knows, maybe the mech is actually gonna show up at the polar island construction site this time like the original game implied)
