But do D2RLaunch expanded storage, QOL, and customizations apply across all mods? If I normally use Llamugy and wanted, for example, to run a simple loot filter mod instead of Llamugy, launched it with D2RLaunch, could I move my char files from Llamugy to the loot filter mod folder and not have issues?

For these particular mods; you should be fine with moving characters. They don't actually change much in terms of characters/save files.
Yes, D2RLaunch will work across all/multiple mods installed.

Thanks, @thorn orbit ! If I change the "savepath": ".."; to "savepath": "Llamugy" in modinfo.json will it look for characters in the Llamugy folder?
