Sealocket Accessory's cooldown being a whole lot shorter than 90 seconds

So I was trying to fight scal and the sealocket accessory from the desert guy's cooldown was a lot shorter. The shield reappeared about 3 - 5 seconds after it broke each time. It also seemed to have not just been visual because the damage reduction carried me through the whole fight.

It was two seconds (somewhy), now it's 90 seconds as it should be
