is this intended for supported runs, or for pug/channel runs?

if it's the latter, you'll need some method of disabling shields (cheapest current one is the recent Chronophage console), and would probably benefit from a gravwell

locators are still pretty excellent for torps.
if you were around to get the Vovin last summer, make sure to equip her console

then BIC would likely be the first console to replace

for general elites, defo use a gravwell - i'd even say also use PO1 over Scramble. Your general boff cd is top priority

if you shift the eng boff to the ensign and the sci to the LtC command, you can effectively replace Warp Bubble with PO1

that method unfortunately is pretty unreliable. can work decently enough with only Ruin as supplement in a multi target build (especially an epg build where you're not relying as much on optimal ability uptime), but for a torper, reducing cd for CF3 is super important

like, domino is pretty good if you don't have better stuff, but the thing is your other consoles are just stronger

those aren't bad - but i'd say they're not rly worth replacing any of your current traits

since your aim is general content, i'd suggest experimenting a bit and assessing which console fits which scenario

you have some consoles like Agony Redistributor and Membrane that are absurdly powerful for ISE and HSE, but next to useless in many other (slower) scenarios

not 100% sure but iirc the destructible torp speed+damage buff enhances EBM high yields

oh, also how big is the +kinetic dmg buff on your third projectile doff? bc it may be beneficial to replace that with either a critD or a torp recharge one

doesn't really beat any of your current traits. but perhaps in places like battlezones with many low hp enemies it may beat Theta

i mean, if you have the funds for it [and if you don't mind risking going for something that may soon be nerfed], the shield tunneling rait from the new lockbox is pretty strong (30% shield pen)
the trait you get from the projectile r&d school also gives +10% pen

for scale: 10% shield pen equals +200 shield penetration skill (ie the maximum from both ship traits you mentioned)

shield tunneling comes directly from the box (personal space trait). still costs like 200 mil tho

yeah, same here. not spending 200 mil on that (even if it's technically OP enough to warrant the price)

Was rea really underperforming on this build?

interesting. do you have any parses indicating how much (or little) REA did for you? (in elites, targets surviving until the heavy plasma torps hit shouldn't be that much of a problem)

(Can also use rea without swarmer tho that's possibly still stronger than bic)

Phased Space Membrane is an insanely powerful cat2 buff when timed right (definitely BIS for ise) - but not quite as good for general content where you don't know exactly where and when enemies appear that are worth spinning up that buff

About Theta: the value of this trair correlates heavily with the value of ap beta - which means that in coordinated (and especially supported) ise runs or anywhere you have lots of type 7 pets, Theta is pretty good, while in a low debuff environment (like solo patrols or many random tfo options) ap beta would be stronger

random thought - have you considered replacing PS1 with a gravwell? i feel like the extra crowd control (and with it the extra aoe damage you do) should easily make up for the slightly lower frequency of an uncon trigger...
