#100% Orange Juice gives an error message on startup

The game suddenly started giving this error message on startup.
I've tried various potential fixes, including verifying files, uninstall/reinstall, updating video drivers, restarting pc, and moving the installation folder.
My OS is Windows 10, running from Steam as admin.

this error is caused by ||using a steam DLC unlocker that affects the game. removing the unlocker will resume normal operations.||
