If You set an NPC haul lines and hook fish, You must not start hauling the line by Yourself.
Just stop the Ship, and let the NPC catch the buoy. Take some seconds.
Check if You have the latest Official version of the Game. 0.8.3. 1559 I think.

I have already done that from the beginning, and the line just reeled in without them doing anything.
I found out though if i set them to get the fish down to the cargo and gutting and stacking they will do that, but i can't get them to hook the fish.
Also I have given them the proper equipment to do so.
I'm not saying that I couldn't have done something wrong in the process, but that is just my experience.
Also the guy on the fence on the picture, he was stuck there permanent, I couldn't get him to move anywhere before we got to harbour and fired him.

Ok. Hook in Boat Inventory, Knife and bait in Company Inventory, for the NPC. If I start the hauler with the remote, they don’t hook the fish. And if You wait for the NPC to start, it should work.
I hire one NPC crew, and just give one task at a time for now.
Yeah, the NPC stuck thing is a known bug, and will be fixed. They can get stuck when it’s big waves.
I think You can Save the Game, and Load this Save again to unstuck the NPC.
