I think the issue is that many merchants, especially online merchants, are reluctant to accept prepaid GCs bc the interchange fees can be higher (as a very general rule, the less information a merchant has about you and (and the less info they transmit to the payment network), the more they pay, bc less info equates to greater fraud risk).
