Water fire or any other things which we sense through our sense organs are after all chemical signals perceived by brain and electrical impulses. A biological brain in vat of chemical and electrodes can simulate your senses.

Even sufficiently advanced silicon based computer can simulate your senses and perception to be real from just code. 0s and 1s
