If you don't want a label, you could probably use ->hiddenLabel() and provide a generic label? 🤔

Are you sure this is where the error is coming from? I don't see any calls to disableOptionWhen() here (and that's where the error comes from). Any chance this is just a cache issue?

If not, check what you get from your options() calls. Maybe you need to check what you return when your region_id is null
