Ok before I start I have no clue how possible this would be im betting itd be something similar to the lost cities mod generation though
Basically neptune as a planet where theres floating islands above a sea of clouds kind of like the end and occasionally you can find these cyberpunk style cities that are massive but far between them, however maybe instead of mining you can loot these cities and find the materials you need to advance to the next planet and maybe even wind storms that happen that will push you a certain way slightly
