In the modded version tribe hall, it shows that I haven't unlocked any of the other tribes yet (fig 1). But when starting a new run I have access to all of them (fig 2). When playing in the same profile in the unmodded version of the game it starts correctly (fig 3 & 4). This should be reproducible with a new save file (tested it with a friend of mine yesterday in his first install of the game)

just reposting my findings/theory:
References.Classses somehow is desynced with the one in AddressableLoader.
Only the ones in References.Classes are locked, which the game tries to remove from the list that's used in the CharacterSelect, which is the one from AddressableLoader. They are as we've seen (with tribe flags not showing up when inspecting modded cards), different instances of ClassData
