I feel like I've already tried everything. Whenever I try to install Modular Players, this error pops up. Any ideas on what to do? Thanks so much!

Have you you tried the anti-virus or VPN methods?
If it's VPN, then see if you could install the .rmskin instead

Otherwise, try doing a clean reinstall of core and rainmeter
