could you share a blend file with this issue?
you don't have to use a subsurf on everything to make it look good. if the issue is directly related to your PC hardware and you can't do anytihng about it then consider different styles such as low-poly

Hmm, yeah, it's not unusual why you're getting whacky subsurf results, then. You don't meet the minimum requirements to run the latest version of blender. You might have a smoother experience with an older version of blender (go back to 2.82 or 2.79), but even then things can and will be whacky.
