I guess so but you can always just download them once you get the charms

I somewhat doubt anyone is going to change it, considering that would introduce a non-zero amount of effort, and there is a way to use it the way that you want (especially since you get both charms very early)
What do you mean there is a way to use it the way that I want?
By installing the mods when you pick up the charms, as suggested above
I mean, they're both incredibly early game charms so yeah, I'd either:
- Use those mods.
- Save edit and have them cost 0 notches so you can equip and unequip whenever you desire
The 0 notches one might just be what they need for this
iirc [[charm changer]] can also let you easily edit the notch costs
