Me and a friend of mine started a coop, randomised item sync game. He brought his laptop over to my house a few times and we had no issues with the game.
The problem is that instead of connecting to a public server we used my pc as the server with him connecting to my local ip address.
He has now moved countries and this obviously will no longer allow him to connect.
Is there a way for him to change the ip from my private ip to my public ip so he can continue to join from a distance?

Short Answer: no
Longer Answer: maybe, but I don't think so.
The info gets baked into the save file that's created, so you can edit the save file to potentially get it working; but iirc the server also has some info saved in memory, and I don't think that can be changed, which would mean that it can't be fixed.
^ this is all assuming you just mean continuing the same Rando ofc. There should be no issues staying a new Rando using your public IP, as long as you've port-forwarded appropriately
