This usually happens because either:

Scarab does have required permissions , and needs to be run an administrator, or
Scarab is being blocked by Windows Defender or a third party program, that doesn't want it to connect to the internet.

How to fix Installer Errors
🔹 Make sure Hollow Knight is CLOSED.
🔹 Make sure that the installer has been Extracted from the .zip and that the new folder isn't in your Downloads folder.
🔹 Right-click the installer file, and select "Run as Administrator".
