The fuel you see is a delta, not the actual load, the actual fuel load stays.

less fuel is used under safety car / VSC conditions, cool down laps and formation laps. Red Flag converts two racing laps into a cool down lap and a formation lap, meaning a lot of fuel gets saved. This is a feature, not a bug
