#Is it possible to set dynamic shipping price?

I want free shipping for a dedicated country (for example for Austria) and order that is over 250 Eur. Other way delivery will be 10 Eur.

Do you know is it possible similar with product to change the product price?
for example 1 product is 50 Eur but after 5 product the product price will be 40 Eur so the total will be 5*40=200 and not 250
