That s3 plugin is for S3 only. You would need to create another plugin for Scaleway.

Just as Spaces and Minio are S3 compatible, but they need different plugins.

Check in the above plugin code, how the S3_URL is used.

Even though all the file plugins use the s3 aws sdk, the flow differs. I'm not sure if it can be done in a one-plugin-for-all manner.
