make alting bannable in UHCs

alting is just unfair cause players don't play on their main to not lose elo and then on alts they can take away elo from others due to them only having 1000 at first... also alting might potentially lead to the same person receiving 2 prizes that are meant for different people which isn't really fair because then you aren't necessarily giving the top 3 players the reward, just the top 3 accounts

it's easier to gain at the start

some ppl are worse at shield / shieldless / eu / na and want to play them

if someone can have 2 accounts in the top 3 they deserve multiple rewards
