If I control 0 'sigil' aura's would the cost be the "+3" counters so 3?
If I controlled 3 aura's with sigil in their name (Sigil of fate) Would I need to pay 6 blaze counters?

Rosetta rules reprise which mentions that the x cost is not detrmined in hand so for scour you don't remove any counters -

So the question I suppose now becomes does Blaze even have to pay the 3?
