Timing for ward on a figment

My opponent declares they wish to attack with a flipped figment, and I respond by sending arcane damage at them that they prevent with Ward from the figment. Does this stop them from using the attacks trigger on the figment? Is it possible to play cards in the layer step before the card becomes attacking?

Yes, players (both) get priority in the layer step. So they can do game action before an angel is adding their attacking trigger.
