I want to resolve both sides of Everbloom // Life on my turn and get the 1 life from the Life side. Can I declare "fail to find" when resolving the Everbloom effect, even if there is a valid target in my graveyard (like E-Strike), or do I have to put it back into my deck?

If I am allowed to "fail to find," can I still resolve my Waning Moon afterward?

you can only fail to find voluntarily if there are no public objects that could be chosen. Because the graveyard is a public zone, you cannot fail to find when resolving Everbloom

8.5.19a If the search specifies any properties of the card that can be chosen, the search is performed on a non-empty zone, and there are no public cards with those properties in that zone; the player may choose to fail the search, even if there is a private card with those properties in that zone.

okay so if I want to be able to play my Waning Moon I need to put E-strike back or heal Zero this Turn to find no valid target right?

yeah, if you play the Everbloom half of the card then you must chose a legal target on resolution if one exists
