Nope, unless we're in timed elimination rounds you are expected to have actually completed the game within the time limit. Players can scoop when time is called, otherwise they go through the extra turns and it'll be a draw if neither player wins

It's also forbidden to suggest or pressure an opponent to concede when the time is called (this also apply on speaking about potential outcome if the game has been longer).

correct, there's some consideration for slow play if the player with no cards takes overly long but there is no default "this player now loses" policy or rule in place

players are expected to finish the game within the time allotted 🤷 I believe most players would act in good faith and concede but they don't have to and can take the strictly better draw

3rd, it is better than a loss in the same round

so if two players went X-1, and one lost in the same round the other got a draw (remember draws don't award points) the player that lost has lower tie breakers
