What is the procedure and penalty if a player misses the deck registration window in a pq event?

If round 1 has started, they may not begin the match until they submit a decklist. If they submit it <1min after the round timer begins it is a warning, 1-10min is an IP2 and 10min+ is a match loss. Not sure what the procedure is if a player submits after the decklist submission deadline, but before r1
