I'm wondering if I could use the new Macro from High Seas to get gold in normal CC/Blitz. If I can, what are the rules on it?

This will likely be a "wait for release notes" thing, but if it's like Rosetta it will only be in Limited. But right now I think we don't know a enough to say for certain.

This is extremely unlikely because macros are not cards. You can't register them and can only get them under special circumstances.

Currently macros are defined by the format. The only 2 macros that exist are IP2 and Sanctuary of Aria. IP2s are issued by judges as a penalty that goes away after 2 turns. Sanctuary of Aria is only legal in Limited which uses the Rosetta metatype (only legal in Rosetta limited formats, ie., Booster Draft, Sealed Deck, and Blitz Preconstructed).
Presumably, High Seas will be added to the list of set-metatypes with the pending High Seas CR update.
Since Treasure Island has the High Seas metatype, it's safe to infer that it will also not be legal outside of High Seas Limited, unless something changes (which can happen, this is is only assuming a current understanding of the rules as they are written)
