How should you resolve this issue?

Tyler plays Sonata Arcanix and pitches a blue card. He declares that he is only paying 2 into it. So it should be 1-1 for the XX cost and should only reveal the top 4 cards of his deck. However, he is a new player and thought if he pays 2 mana then he will get to look at the top 5 cards. Essentially he thought 1 mana equals 1 additional card he can reveal. Before Nic could correct him, Tyler reveals 5 cards from the top of his deck and the game immediately stops and a judge is called.

How should this mistake be resolved?

It's a Looking at Extra Cards infraction. If the order can be determined then that card is returned to the top of the deck (the position doesn't matter as the deck will be shuffled). If the order is not known than the opponent would chose one of the revealed cards to go back to the deck (again position doesn't matter due to shuffling).

Also you would issue the appropriate penalty if this was a Comp+ REL.

Ok so I did it correctly then. The order could not be confirmed so I had the opponent choose one of the revealed cards to go back into the deck. Thank you for the help!

Khargoz solution is specific to competitive event.

For a casual event, something like the weekly Armory, if the order is not known, selecting the extra card (the one which won't be used by Sonata) at random would probably be more appropriate. You may even shuffle all the five card in the unordered part of the deck and restart the reveal process.

Ensure that the player has understand their mistake and how XX cost works and how X is calculated for the effect of the card.
