Hello

If I respond to my opponents pass over with uphold tradition on the action card they target, does the pass over fail to resolve and they don’t transcend?

Yes, since it has a target and that target is removed by the time the card tries to resolve

Wait, they don't transcend? I would've expected only the action card part to fizzle. Doesn't the effect still try to do as much as possible? It's not conditional on putting the target card on the bottom of the deck.

If the last target of card is removed the card will fully not resolve

5.3.3. If a layer fails to resolve, the abilities of that layer do not generate their effects and the layer is cleared from the stack. A layer fails to resolve in the following situations:
5.3.3a If the layer has a resolution ability with a targeted effect, and one or more targets were declared when the layer was put onto the stack, at least one of those targets must still be a legal target - otherwise, the layer fails to resolve.
