Having a few issues not everyone can agree on the interactions.

Lets say Prism attacks with Herald of Protection Red and Rhinar trys to block with x2 6powers (pretty sure the have Celestial Repromand)

#1 Can they block with 2 6powers at the same time before Phantasm Trigger ?

#2 If they block and ther prism Instantly Pops Celestial Repromand before Rhinar States Passing to reaction do they have an Opportunity to add another 6power now the orignal is Lowered ?

You block with all cards at the same time during the defend step. So you can block with multiple 6's at the same time, this would put all of their triggers on the stack at the same time. Then the triggers would resolve if any, (like pack call). Then before the defend step ends the turn player gets priority which is where they can play celestial reprimand. The non turn player does not get priority after this to add to these initial defending cards.
Then phantasm would trigger.

So yes you can defend with multiple at the same time. And no if you defend with only one card and they celestial reprimant you cannot defend with another non Defense reaction.

Ad2. Depends, if it's reasonable for Prism two think that blocks are done then no, defending player can't add another card, however if Prism was too excited and played Reprimand just the next second that defending player put first 6p card and it would be reasonable to think they are not done with their block, then I would let them add another card.
