Spectra and Instants in Rules Reprise #13

I'm trying to understand Rules Reprise #13 which says under the Spectra section that instants can be played and resolved before the chain closes.
How is it possible to play and resolve instants given that Spectra has triggered and there is no priority in the close step?

I believe the article is talking about in response to the spectra triggering.
Once spectra trigger resolves we are at close step and no player gains priority.
