During swiss, a Victor player apparently drew twice with their hero's ability in the same turn as reported by another player.
By the time I reached their table, the game had already concluded.
Upon investigation, neither player managed to catch the mistake, no other spectators/players in the table can confirm if Victor did draw twice, and if the Victor player did draw twice, it seems accidental at best.
Decided to give Victor a Warning and the opponent a Caution for Failing to Game State as this was their first RTN.
What would have been a more appropriate penalty if ever?
