So terminator tank has a static ability if I have 4 evos equipped it gets +3 p so if I play a rouse the ancient and show tank and a 4 attack have I completed the requirments of rouse, also why does it not have this effect while defending

1.7.5. An activated ability can only be activated when it is functional. A resolution
or static ability only generates its effects when it is functional. An ability is
functional when its source is public and in the arena; otherwise, it is
non-functional,

terminator tank's +3 ability is static, however this ability is only function when it's public (face up) and in the arena (the hand is not the arena)
a static ability on an attack action isn't functional when it is defending unless the ability explicitly states that it is:

1.7.5a An ability of a non-permanent defending object (see Rule 3.5.4d) is
non-functional unless the ability is an activated ability that specifies it can
be activated when the object is defending, a triggered ability with a trigger
condition that includes the object defending, or a static ability that is stated
as an exception.

Is tank not a property static ability?

No. A property static ability is something like Mutated Mass or Diabolic Offering where their attack and defense properties are defined by their ability

of a property, on an object that would normally be found elsewhere on that
object.
Example: Mutated Mass has the text “Mutated Mass’s {p} and {d} is

Ok, how does it work with 5.4.7 and 6.2.3d

5.4.7 concerns while-static abilities.
while-static abilities still need to be functional to have an effect:

5.4.7a A while-static ability is functional when its while-condition is met and
when its source is public, when its source is private if the while-condition
explicitly specifies it, or when its source is private and the while-condition
specifies it functions in that private zone. Otherwise, a while-static ability
is not functional.

similarly with 6.2.3d, the continuous effect generated by a static ability is only generated when the static ability is functional.

Revealing terminator tank from hand for Rouse the Ancients wouldn't meet the requirements for its static ability to be functional (revealing the card makes it public while it is revealed, but it is still not in the arena so isn't functional)

But as long as I have evos the ability is functional no?

No, it's functional when Terminator Tank is public and in the arena. Your hand zone is not in the arena, and revealing the cards in your hand doesn't change what zone they're in.

It get that but doesn't 1.7.5g say that while static ability are an exception the the rule of 1.7.5?

Terminator tank is not a while-static as it does not use the word "while"
