Luminaris, Celestial Fury can be activated during the Resolution Step. But a player cannot target a Herald that hit and went into soul during the Damage Step, correct? Last Known Information would be used because the attack is no longer on the combat chain, LKI would indicate the attack does not have go again, and turn player has missed their opportunity to give it go again.

Correct, except the hit trigger of "go to soul" doesn't happen during the damage step, all triggers from the damage step go onto the stack during the resolution step

I see that now in 7.5.2c thank you. Although that further obscures things for me actually. If turn player gains priority in Resolution Step and that hit trigger from Damage Step is on the stack unresolved, do they actually have a window to put Luminaris, Celestial Fury on the stack and let that resolve before the hit trigger from Damage Step resolves. If so that goes against my initial understanding

Yes, all triggers during the resolution step require both players to pass priority in succession for them to resolve
