Is it legal to select equipment such as Spoiled Skull which don't have block values with Exposed to the Elements and other effects that prey on 0 defense equipment?

How I understand expose to the elements is that you can target any equipment card.
Bur putting a -1 defense on it, will not do anything on a card without a defense value, since it has no defense value.
No defense value is not the same as 0 defense value. You cannot choose an equipment without a defense value when a card asks for an equipment with 0 defense.

Thanks so much for the answer! I got tripped up because in certain places the rules state that not having a property means that for certain purposes the property is treated as being 0, and I wasn't sure how that played out.

that's used if an effect is demanding to know what the property of a card is that doesn't have that property

so 1.8.6a lays that out and I also get hung up on that a lot as far as what requires it to have a value vs doesn't.
My rule of thumb is that targeting does not require a value
